The Global Category Manager (OPC/Outsourcing) is responsible for supporting the business units to develop and execute Strategy and Governance of all complex third-party providers to maximize the business value from the relationships. The purpose of the Global Category Manager (OPC/Outsourcing) is to assist and facilitate development and execution of outsourcing strategies and governing the large scale OPC/Outsourcing vendors.  The scope of work includes but not limited to Database development of HERE products and software work to support development of the HERE Platform.

Responsibilities

Outsourcing Strategy Execution and Transition

  • Align operational business plans and execution with HERE’s overall Sourcing Strategy. Collaborate with the business units to conduct strategic studies of various operational areas and vendors for potential outsourcing opportunities. This includes an in-depth review & assessment of existing operating models, processes, service levels, technology & total cost of operations.
  • Help define, optimize and minimize risk associated with global delivery model solutions e.g. operationalizing a localized outsourcing model, arbitraging services to leverage cost.
  • Scale up existing and new suppliers to develop new innovative solutions and validate internal hypothesis for in-house development and processes.

Category and Supplier Performance Management

  • Develop and maintain market information on suppliers. Work with Business Units to assess supplier capabilities and identify a qualified supply base.
  • Manage complex supplier negotiations and change orders within the existing Master Service Agreement (MSA).
  • Develop a deep understanding of outsourced operations to facilitate an efficient and agile response to operational and contractual challenges where suppliers are concerned.
  • Lead continuous improvement efforts through the implementation of value tracking processes and periodic audits on suppliers´ contractual obligations; assess associated risks and mitigation plans.
  • Maintain global industry regulation knowledge, with respect to outsourcing strategies and supplier management.

Stakeholder and Relationship Management

  • Orchestrate and facilitate regular business review meetings between senior business stakeholders and leaders within the supplier network, to discuss performance and foster relationships.
  • Develop a network and connect with key stakeholders within major outsourcing vendor communities.

Track and validate the outsourcing budget from all business units. Provide recommendation and guidance directly to senior management on approval of purchase requests for certain projects

Qualifications

  • Master´s Degree or equivalent.
  • 10+ years´ experience in cloud-based platform or software related products.
  • In-depth technical understanding of software development processes, database production work and software / services support for Platform development projects.
  • 8+ years´ experience in outsourcing strategy and implementation including benchmarking, market analyses and financial negotiation.
  • Experience in vendor quality management and methodology (e.g., FMEA, 6-sigma, Value Engineering, TQM tools).
  • Expert knowledge of MSA contract terms and conditions, and drafting of SOW.
  • Experience working within an international matrix organization.
  • Previously worked in these areas: Contract Management, Financial Management, Performance Management, Relationship Management
